To qualify, applicants must be U.S. Citizens, 18 years old by election day, and county residents for at least 30 days prior. Council members serve staggered terms with annual elections for specific wards and at-large seats. Voters can find their polling assignments using the state's lookup tool at voterlookup.elections.ny.gov or by contacting the Tompkins County Board directly. New York makes various election records publicly accessible under Election Law Article 3: voter registration lists (minus Social Security numbers and birthdates) can be purchased by campaigns and political organizations; campaign finance disclosure reports are available through the state's Campaign Finance system (publicreporting.elections.ny.gov); candidate petitions and designations filed with the Tompkins County Board are open for inspection; and precinct-level results are published on the Tompkins County website after certification. New York does not have a U.S.Current federal, state, and local election schedules, ballot contests, candidate filings, and certified results for Ithaca voters are published by the New York State Board of Elections (https://elections.ny.gov/). Voters may also see local ballot initiatives, surrounding town board races, and school board elections held separately in May. Absentee ballots are available for voters who will be absent from the county on election day, those with illness or disability, individuals detained in jail awaiting trial, or those caring for someone who is ill or physically disabled; applications must be received by the Tompkins County Board at least seven days before the election (or postmarked by that date for military and overseas voters), and completed ballots must be postmarked by election day and received within seven days to be counted. Early voting is available at designated sites for nine days before election day, including two weekends, with locations and hours published by the Tompkins County Board at least 45 days before each election.
