Harford County is located in the U.S. state of Maryland. The county seat is Bel Air. Harford County is included in the Baltimore-Columbia-Towson, MD Metropolitan Statistical Area, which is also included in the Washington-Baltimore-Arlington, DC-MD-VA-WV-PA Combined Statistical Area.
The county was formed in 1773 from parts of Baltimore and Cecil counties. Its county seat is Bel Air. Harford County is home to the U.S. Army's Aberdeen Proving Ground, which is the largest employer in the county.
The county government is composed of a county executive, a seven-member county council, and various county departments and agencies. The county council is composed of seven members, each elected from a single-member district.
The county is governed by a charter, which was adopted in 1964. The charter provides for a strong executive branch, headed by the county executive, and a legislative branch, headed by the county council. The county executive is responsible for the administration of county government and for proposing the county budget.
