California offers same-day conditional voter registration through Election Day at vote centers and the Registrar's office. Voters must be U.S. Citizens, California residents, at least 18 years old, and not currently imprisoned or on parole for a felony conviction. Registration deadlines fall 15 days before Election Day for online and mail registration. The city conducts municipal elections for City Council and Mayor positions. The City Council has five members elected to four-year staggered terms, while the Mayor is directly elected to a two-year term. City Council elections are non-partisan and held in November of even-numbered years. California voters will also decide statewide ballot propositions on various policy issues, while local City Council races will appear on the ballot as noted above. California is an all vote-by-mail state where every registered voter automatically receives a ballot by mail. Voters may return ballots by mail, postmarked by Election Day, at official drop boxes throughout Orange County until 8 PM on Election Day, or at any vote center.
