Election administration for Panther voters is handled by the McDowell County Clerk, who serves as Mc Dowell County's election authority. The McDowell County Clerk's Office is located at 90 Wyoming Street, Suite 102, Welch, WV 24801, phone (304) 436-8524. West Virginia voter registration can be completed online at https://ovr.sos.wv.gov/Register, by mail using a National Mail Voter Registration Form, or in person at the Mc Dowell County Clerk's office. The voter registration deadline is 21 days before any election.
Voters must provide their West Virginia driver's license or ID card number, or the last four digits of their Social Security number, and be a U.S. Citizen, at least 18 years old by the next general election, and a resident of West Virginia and Mc Dowell County. Because this is an unincorporated community, Panther does not hold municipal elections for mayor or city council. Residents vote in county, state, and federal elections only. County voters elect commissioners, sheriff, county clerk, circuit clerk, prosecuting attorney, assessor, and other county offices, along with state delegates, state senators, U.S. Representatives, and statewide offices. Polling place assignments for local residents can be found using the West Virginia Secretary of State's Polling Place Lookup tool at https://services.sos.wv.gov/Elections/Voter/FindMyPollingPlace, which requires entering your address or searching by name and date of birth. In the November 2024 general election, McDowell County recorded approximately 5,500 total votes cast, representing roughly a 50% turnout of registered voters, with strong support for Republican candidates typical of the region's recent political shift. On November 3, 2026, Panther and McDowell County voters will participate in the midterm elections, which in West Virginia will include races for all three U.S. House seats (the county is in the 1st Congressional District), all 100 seats in the West Virginia House of Delegates, half of the 34 West Virginia State Senate seats (even-numbered districts in 2026), and various county offices whose terms expire that year. West Virginia does not have a U.S. Senate seat up in 2026 (next Senate election is 2026 for the Class II seat currently held by Shelley Moore Capito), and the Governor's race is not until 2028. West Virginia election records that are public include voter registration lists (available to candidates, political parties, and for non-commercial purposes upon request from the Secretary of State), campaign finance reports (searchable at https://cfrs.wvsos.gov for state and county candidates), candidate filings and ballot information, and precinct-level election results (available through the Secretary of State at https://sos.wv.gov/elections/Pages/default.aspx). West Virginia offers absentee voting for voters who will be absent from the county on Election Day, have a disability or illness, are confined awaiting trial or in jail for non-felony, or are a member of the military or overseas civilian. Absentee ballot applications can be requested from the Mc Dowell County Clerk and must be received by six days before the election for mail delivery or in person by the day before Election Day. Early in-person voting is available at the Mc Dowell County Clerk's office for 13 days before Election Day, including two Saturdays. West Virginia requires voter ID: acceptable forms include West Virginia driver's license or ID card, U.S. Passport, employee ID from federal/state/local government, U.S. Military ID, student ID from a West Virginia high school or college, Medicare/Social Security card, birth certificate, utility bill, bank statement, government check, paycheck, or other government document showing name and address.
