Virginia residents may register to vote online through the Virginia Department of Elections Citizen Portal at www.elections.virginia.gov/registration, by mail using the National Mail Voter Registration Form, in person at the Franklin County Registrar's office, or through various state agencies. The registration deadline is 22 days before any election. The Blackwater District, which includes the area, elects its supervisor to four-year terms. Precinct assignments are based on residential address. The Ferrum area is served by the Ferrum precinct polling location, typically at a community facility nearby. Virginia requires voters to present one form of acceptable photo identification at the polls, including Virginia DMV-issued driver's license or ID card, U.S. Passport, employer-issued photo ID, student ID from Virginia institution, or other government-issued photo ID. Voters without acceptable ID may sign a statement and cast a provisional ballot. However, all 100 seats in the Virginia House of Delegates are on the ballot for two-year terms, along with half of the 40 Virginia State Senate seats serving four-year staggered terms. Local voters will participate in electing their delegate and state senator representing the district. Franklin County constitutional officers and Board of Supervisors seats may also appear on the ballot depending on the electoral cycle and term expirations. Voters should verify specific local races with the Franklin County Registrar closer to the election date. Virginia offers no-excuse absentee voting, allowing any registered voter to vote by mail or in person during the early voting period without providing a reason. Absentee ballot applications can be submitted online through the Citizen Portal, by mail, fax, email, or in person at the registrar's office.
