Elections & Voter Records
Leonard, as an unincorporated community, does not hold municipal elections for mayor or city council, as no city government exists. Leonard residents vote in county-level elections for the Shelby County Commission (three commissioners elected at-large), Shelby County offices including Sheriff, County Clerk, Assessor, Collector, Recorder of Deeds, Prosecuting Attorney, Coroner, and Public Administrator. County offices are generally elected in even-numbered years on partisan ballots. Leonard voters also participate in state legislative elections for the Missouri House of Representatives (District 4 as of the current redistricting) and Missouri State Senate, as well as statewide elections for Governor, Lieutenant Governor, Secretary of State, Attorney General, State Auditor, and State Treasurer. These constitutional offices are elected every four years.
Leonard residents can find their assigned polling place by using the polling place lookup tool on the Missouri Secretary of State website at www.sos.mo.gov/elections/goVoteMissouri/localelectionauthority, or by contacting the Shelby County Clerk's office directly. Shelby County typically operates multiple polling locations throughout the county on Election Day, with Leonard-area voters assigned to a specific precinct location based on their residence address. Election records that are public in Missouri under Chapter 115 of the Missouri Revised Statutes include voter registration lists (with certain personal information redacted), official election results by precinct, candidate filing information, campaign finance reports filed with the Missouri Ethics Commission (available at www.mec.mo.gov), and ballot measure text and fiscal notes. Voter registration lists showing who voted (but not how they voted) are available to candidates, political parties, and the public for a copying fee.
In the November 2024 presidential election, Shelby County reported approximately 70-75% voter turnout among registered voters, consistent with rural Missouri's strong participation in presidential contests. Shelby County, like most of rural northeast Missouri, showed strong support for Republican candidates, with Donald Trump receiving over 70% of the county's vote. Looking ahead to the November 3, 2026 general election, Leonard and Shelby County voters will decide several significant races. Missouri's U.S. Senate seat currently held by Josh Hawley will not be up for election in 2026 (it is a Class 1 seat up in 2024), but Missouri voters will elect one U.S. Representative from the state's 6th Congressional District, which includes Shelby County. The gubernatorial seat will also be on the 2026 ballot, as Missouri governors serve four-year terms and Governor Mike Kehoe's current term expires in January 2029 (the seat is up in 2028, not 2026). However, 2026 will feature elections for Missouri Secretary of State, State Auditor, and half of the Missouri Senate seats (even-numbered districts in the rotation), plus all 163 Missouri House seats including the district representing Leonard. County offices including some Shelby County Commission seats and possibly other county offices depending on term expirations will also appear on the 2026 ballot.
Missouri offers absentee voting for voters who meet specific criteria under RSMo 115.277, including those who are incapacitated or confined due to illness, election day religious belief or practice, employment as an election authority, incarceration (if still eligible to vote), participation in the address confidentiality program, or absence from the county on Election Day. Absentee ballot applications must be submitted to the Shelby County Clerk's office, with in-person absentee voting available beginning the second Tuesday prior to any election, and mail-in absentee ballots available earlier. Missouri also provides for military and overseas voting under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA). Applications and detailed absentee voting information are available from the County Clerk or at www.sos.mo.gov/elections.
