Registration must be submitted at least 29 days before any election. Eligibility requirements include U.S. Citizenship, Kentucky residency, being at least 18 years old by the next general election, and not currently serving time for a felony conviction. Online registration requires a valid Kentucky driver's license or ID card number. Paper forms remain available at the Letcher County Clerk's office, public libraries, and various state agencies. As an unincorporated community, Neon has no municipal government structure and therefore holds no city elections. Residents participate in Letcher County, state, and federal elections but do not vote in separate municipal races. Local governance comes from the Letcher County Fiscal Court, which functions as the Letcher County Commission. Residents cast ballots for county judge/executive, county commissioners known as magistrates, county clerk, sheriff, jailer, and other constitutional county offices. Residents can locate their assigned polling place using the Kentucky State Board of Elections lookup tool at https://vrsws.sos.ky.gov/vic/ by entering their name and date of birth or county and precinct information. Voters in the area are assigned to precincts according to their home address, with polling sites generally situated at schools, community centers, or other public buildings nearby. The Letcher County Clerk can also provide this information over the phone. Public election records in Kentucky cover voter registration lists, which are available to candidates, political parties, and for certain lawful purposes. Although Kentucky elects its governor in odd-numbered years and 2026 is not a gubernatorial year, several significant races will appear on the ballot. Kentucky's U.S. Senate seat will be contested, as Senator Rand Paul's current term expires in January 2027, making this a major federal race. All six Kentucky U.S. House seats will be decided, with Neon falling within Kentucky's 5th Congressional District, currently represented by Congressman Hal Rogers. State legislature contests will include all 100 Kentucky House of Representatives seats and roughly half of the 38 Kentucky Senate seats, specifically those in even-numbered districts. At the Letcher County level, various Letcher County offices may appear on the ballot depending on their term schedules, potentially including county clerk, sheriff, jailer, property valuation administrator, county commissioners, and other constitutional offices. Positions on the Letcher County School District board may also be decided.
