Refugio County is located in the south-central part of Texas. It is part of the Victoria, TX Metropolitan Statistical Area. The county seat is Refugio.

Refugio County is governed by a four-member Commissioners Court, with each member representing one of the four precincts in the county. The county judge is the presiding officer of the court, and is elected county-wide. The other three members are elected from their respective precincts.

The county is served by the Refugio County Sheriff's Office, which is responsible for law enforcement and the operation of the county jail. The county is also served by the Refugio County Fire Marshal's Office, which is responsible for fire protection and prevention.
