West Virginia residents can register online at https://ovr.sos.wv.gov/Register, the official Secretary of State portal, or submit paper applications to the Kanawha County Clerk's office. Registration must be completed 21 days before any election. To qualify, applicants must be U.S. Citizens and West Virginia residents, at least 17 years old (turning 18 by the general election), not currently serving a felony sentence, and not under legal finding of mental incompetence.
