Hughes County is located in the central part of South Dakota and is part of the Pierre, South Dakota, metropolitan statistical area. As of the 2010 United States Census, the population was 16,769. The county seat is Pierre, the state capital.
The county government is organized into three branches: executive, legislative, and judicial. The executive branch is headed by the County Commission, which consists of three commissioners elected by the voters of the county. The legislative branch is the County Council, which consists of seven members elected from single-member districts. The judicial branch is composed of the Circuit Court, which has jurisdiction over all civil and criminal matters in the county.
