Lowman, New York Public Records

Voters must provide their name, address, date of birth, and either a New York driver's license number or the last four digits of their Social Security number. As an unincorporated community without municipal government, Lowman doesn't hold separate mayoral or city council elections. Instead, residents vote for Town of Ashland officials, Town Supervisor, Town Council members, Town Clerk, Highway Superintendent, and Town Justice, in odd-numbered years during the general election held the first Tuesday after the first Monday in November. County elections for Chemung County Legislature seats, County Executive, Sheriff, County Clerk, and other county offices also occur in odd-numbered years. Polling places are typically schools, fire halls, or community centers within the Town of Ashland The county historically leans conservative in presidential contests. New York does not have a U.S. Senate seat up for election in 2026, as both Senators Kirsten Gillibrand and Chuck Schumer are on different cycles. Governor Kathy Hochul's term extends through 2026, with the next gubernatorial election that November. Voters will elect members of the New York State Assembly (23rd District covering Lowman) and New York State Senate (58th District). County-level races in 2026 will include Chemung County Legislature seats and potentially the County Executive position. Town of Ashland positions including Town Supervisor and Town Council seats will be on the 2025 ballot, not 2026. New York voters can request absentee ballots for any reason by submitting an application to the Chemung County Board of Elections; applications are available online at www.elections.ny.gov or by calling (607) 737-2028. Absentee ballot requests must reach the Board of Elections at least seven days before the election, or the day before for in-person requests.
