What Wisconsin inmate records show, and what stays private
The Wisconsin Public Records Law, Wis. Stat. section 19.31 and following, makes the custody record public, and the Offender Locator posts offenses, sentences and release dates, though not photographs. Sheriffs release booking photos. Medical and mental health records, the pre-sentence investigation, classification and disciplinary files and Parole Commission case files are exempt. The Wisconsin Department of Justice sells a name based criminal history search to anyone online for a fee, and the Wisconsin Circuit Court Access site shows criminal cases statewide for free.

Extended supervision, probation and release in Wisconsin
Wisconsin's truth in sentencing law of 2000 replaced parole with bifurcated sentences: a fixed term of confinement followed by a fixed term of extended supervision, both set by the judge. The Parole Commission hears only people sentenced before 2000. The Division of Community Corrections supervises probationers, parolees and extended supervision cases from regional offices, which is why all of them appear in the locator, and it uses the Milwaukee Secure Detention Facility for supervision holds. The judgment sits with the clerk of circuit court of the convicting county.

When the search shows nothing
If the Wisconsin locator returns nothing, check the Milwaukee County Sheriff's inmate search or the House of Correction list for a Milwaukee arrest, the Dane County Jail for Madison or the roster for the county of arrest, since pending cases and sentences of up to a year stay in the jail. Check Wisconsin Circuit Court Access for the case, the federal Bureau of Prisons locator for a federal case, including the federal prison in Oxford, and VINELink for a recent release.
