Voter registration in Montana is run by the Montana Secretary of State, and the county election administrator keeps the roll for Havre. Montana has no online voter registration: the form goes in by mail or in person at a registration office. Regular registration closes 30 days before the election; after that, late registration in person with the county election administrator is available (MCA 13-2-304).

The fee is $16 for a certified birth certificate and $16 for a certified death certificate.
