Sylva became the county seat in 1913, taking over the role from nearby Webster, primarily because of the town's position along the railroad line that provided superior transportation connectivity. The historic downtown area features the Jackson County Courthouse, which sits atop a prominent hill in the center of town and has been photographed more than virtually any other small-town courthouse in Western North Carolina for its picturesque hilltop setting. The courthouse and surrounding historic commercial district are listed on the National Register of Historic Places. Western Carolina University, located in nearby Cullowhee just south of Sylva, is a constituent institution of the University of North Carolina system with approximately 12,000 students. The university's presence is a dominant economic and cultural force in Jackson County, providing employment, cultural programming, healthcare services through the university's affiliated medical school partner, and educational opportunities that bring students and faculty from throughout the Southeast. Jackson County's natural environment draws outdoor recreation enthusiasts from across the region. The Nantahala Outdoor Center near Bryson City and the surrounding whitewater rivers offer kayaking, rafting, and adventure activities. The Blue Ridge Parkway passes through the eastern edge of Jackson County, providing scenic driving and access to hiking trails and overlooks. Great Smoky Mountains National Park lies just west and north of the county, and the Cherokee Reservation (Qualla Boundary) borders Jackson County to the west.
