Titus County is located in the northeastern part of Texas and is part of the Texarkana metropolitan area. The county seat is Mount Pleasant. The county was created in 1846.

The county government is run by a five-member Commissioners Court, which is headed by a County Judge. The other members of the court are the County Clerk, the County Treasurer, the County Tax Assessor-Collector, and the County Sheriff.

The county is served by the Titus County Sheriff's Office, the Titus County Fire Marshal's Office, and the Titus County Emergency Management Office. The county is also served by the Titus County Appraisal District, the Titus County Health Department, and the Titus County Extension Office.

The county is part of the Texarkana, TX-AR Metropolitan Statistical Area. The county is served by the Mount Pleasant Independent School District, the Chapel Hill Independent School District, and the Winfield Independent School District.
