Waller County is located in the eastern portion of Texas, in the Brazos Valley region. The county seat is the city of Hempstead. The county was established in 1873. The County is part of the Houston–The Woodlands–Sugar Land metropolitan statistical area.

Waller County is governed by a four-member Commissioners Court, with a county judge as its presiding officer. The county judge is elected in a countywide election, while the other four members of the Commissioners Court are elected from single-member districts.
