Overview

Alberta's cities, towns, villages and municipal districts run under the Municipal Government Act, and each publishes more than most people expect: council agendas and minutes, the bylaws, the property assessment roll, development permits and the municipal census. The links on this page go to the official website of each municipality, where those records live. Calgary and Edmonton run open data portals with assessment, permits, business licences and crime maps that can be searched by address.

Alberta's land titles are provincial rather than municipal and are searched through the Alberta Land Titles system for a fee, and the personal property registry and corporate registry are run through the province's private registry agents.

What Alberta municipalities publish online

Every Alberta municipality must hold open council meetings and publish its bylaws, and most post the agendas and minutes online for years back. The assessment roll is open for inspection and the larger cities put it online with a search by address that shows the assessed value and the property class, though not the owner's name. Development and building permits are public once issued, and the municipal census, where a municipality conducts one, is published in summary. Business licences, dog licences and tax certificates are handled at the municipal office.

Requesting records from Alberta municipalities

A record that is not on the website is requested from the municipal office, and if the municipality declines, a formal request goes under Alberta's access to information law, with a fee and a 30 day response time, and an appeal to the provincial Information and Privacy Commissioner. Personal information about other residents, such as who owns a property or who holds a business licence, is released only where the law makes it public, so the assessment roll shows values but not names, and the land title, which does show the owner, is bought from the provincial registry.

Straight answers

Common questions about Alberta municipal records

Are Alberta municipal council minutes public?

Yes. Municipalities must hold open council meetings under the Municipal Government Act, and most post agendas, minutes and bylaws on their websites.

Can I find out who owns a property in Alberta?

The municipal assessment roll shows the assessed value but not the owner. The owner's name is on the land title, which is bought from the provincial Alberta Land Titles system.

How do I request a record from an Alberta city?

Ask the municipal office first. If the record is refused, file a request under Alberta's access to information law and appeal to the Information and Privacy Commissioner if needed.
