California offers same-day conditional voter registration at vote centers and county elections offices during early voting and on Election Day for those who miss the deadline. Voters must provide a California driver's license or ID number, or the last four digits of their Social Security number when registering. California also offers preregistration for 16- and 17-year-olds who will be 18 by Election Day. As an unincorporated community, Guatay has no municipal elections, no mayor, and no city council. Residents vote in federal, state, and San Diego County elections. County elections include the five-member San Diego County Board of Supervisors (the community is located in District 2), various countywide offices such as Sheriff, District Attorney, Assessor/Recorder/County Clerk, and Treasurer-Tax Collector, as well as Superior Court judges and school board trustees for the Mountain Empire Unified School District. State elections include the Governor, Lieutenant Governor, Attorney General, Secretary of State, State Senate, and State Assembly representatives. Beginning in 2020, San Diego County transitioned to the Voter's Choice Act model, replacing traditional neighborhood polling places with fewer but larger Vote Centers that are open for multiple days before Election Day, allowing any county voter to visit any Vote Center regardless of home address. Vote Centers offer same-day registration, accessible voting equipment, and multilingual assistance. California maintains extensive public access to election records. Voter registration lists are available for purchase by candidates and committees under California Elections Code Section 2188. Campaign finance disclosure statements for state and local candidates and committees can be searched at the California Secretary of State's Cal-Access database (cal-access.sos.ca.gov) and through the San Diego County Registrar's campaign disclosure portal. Candidate filings, nomination papers, and statements of economic interest (Form 700) are public records available for inspection. Precinct-level and district-level election results are published online at www.sdvote.com after each election. In the November 2024 presidential election, San Diego County reported approximately 1,876,000 registered voters with a turnout of roughly 75%, or about 1,410,000 ballots cast countywide. Specific precinct-level data for the area showed modest turnout consistent with the rural community's small population. The November 3, 2026 general election will be significant for local voters and those throughout San Diego County. California does not have a U.S. Senate seat up in 2026 (next Senate election is 2028 for the seat currently held by Alex Padilla). The 2026 ballot will include the Governor of California (Gavin Newsom is term-limited, so this will be an open race), Lieutenant Governor, Attorney General, Secretary of State, Controller, Treasurer, Insurance Commissioner, and Superintendent of Public Instruction. State legislative races include all 80 Assembly seats (two-year terms) and half of the 40 State Senate seats (four-year terms). San Diego County voters will decide elections for County Supervisor in Districts 1, 3, and 5 (four-year staggered terms), and various county offices such as Sheriff, District Attorney, and Assessor-Recorder-County Clerk may be on the ballot depending on term expirations. Local school board and special district elections will also appear on the ballot. California offers universal vote-by-mail; all registered voters automatically receive a mail ballot for every election. Voters can return mail ballots via U.S. Postal Service (postmarked by Election Day), at any Vote Center or ballot drop box, or vote in person at a Vote Center.
