Upshur County is located in the eastern part of Texas and is part of the Longview-Marshall Metropolitan Statistical Area. The county seat is Gilmer.

Upshur County is governed by a Commissioners Court, which consists of four commissioners elected from single-member districts and a county judge elected at-large.

The economy of Upshur County is largely based on agriculture, with hay, cotton, and timber being the most important crops. The county also has a large number of oil wells. The county is served by two school districts: Gilmer Independent School District and Union Grove Independent School District.

The county is home to two state parks: Lake O' the Pines State Park and Daingerfield State Park. The county also has numerous recreational areas, including five city-owned parks, Big Sandy City Park, Gilmer City Park, Ore City City Park, Union Grove City Park, and Warren City Park. The county is served by two airports: Gilmer–Upshur Regional Airport and Longview Regional Airport.
