Clay County is located in the western part of Missouri and is part of the Kansas City metropolitan area. The county seat is Liberty. The county was organized January 2, 1822.

The Clay County government is composed of a three-member County Commission, elected at-large to four-year terms, and other elected officials including Sheriff, Prosecuting Attorney, Assessor, Collector, Public Administrator and Coroner. The County Commission is responsible for setting fiscal policy, approving the annual budget, levying taxes, and overseeing county departments.

Clay County is served by seven school districts: Liberty, Excelsior Springs, Kearney, Lawson, Pleasant Valley, North Kansas City and the Kansas City School District (KCPS).
